Buying Samsung BlackJack II straight-up, what is the price?

I see blackjack II advertised on TV for 99$ (with a new plan I ume, all that bs). I have cingular (at&t) and have had a razr for 3.5 years now and I want a new phone period, not a new plan, I want to walk in the store and get just the phone to use. How much does it cost for just the phone? And can I just put my sim card in it and will it be good or do i need to do additional stuff?
