Is placing a dummy in a cop car legal?

The next town over puts dummies in the cop cars and parks them around the town to deter people from speeding. What if someone were to get in an accident or needed serious help and they ran to the car for help thinking an officer would be able to ist them, come to find out it is only a "dummy"
